Who needs the School Bus and Passenger ELDT course?

FMCSA's ELDT rule covers endorsements as well as license classes. Drivers seeking the Passenger endorsement (for any vehicle carrying 16+ passengers including the driver) or the School Bus endorsement (for any vehicle transporting students to or from school or school activities) must complete the corresponding theory training before sitting the endorsement skills test. Our course package covers both P and S in one curriculum because school bus drivers always need both, and many transit drivers benefit from understanding the school bus context even if they don't operate one.

The endorsement-level ELDT requirement caught some drivers off guard when the rule took effect, particularly experienced commercial drivers who assumed their existing CDL covered the new endorsement application. The federal framework treats every first-time endorsement as a separate training event, which is why a Class A driver with 15 years of long-haul experience still needs the full ELDT theory before adding a Passenger or School Bus endorsement. The driver populations affected include career-changers moving from freight to passenger transport, retirees re-entering driving as school bus operators, and drivers expanding their endorsement portfolio to access more job categories.

For employers running passenger fleets — school districts, transit authorities, motor coach operators, paratransit providers — the endorsement ELDT requirement shapes hiring timelines significantly. A new hire who holds Class B but lacks P and S can't operate a school bus on day one regardless of their other qualifications, which means the training timeline has to be factored into start dates and route coverage planning. Our commercial team works directly with school transportation departments and transit operators to integrate ELDT delivery into broader hiring and onboarding programs so the training timeline doesn't bottleneck operations.
