Why are the pages timed?

The Des Moines course will not let me click 'next' for a few minutes on each page. Why is it timed?

Iowa requires defensive driving courses to meet a minimum time per chapter so that the state-approved curriculum is fully covered — that is why each page has a brief timer before the 'next' button activates. A few things to know: - The timer pauses if you switch tabs or step away - The minimum is set by Iowa's training standards, not by us - You can review the page content as many times as you want during the timer Once the timer ends, the button enables and you can continue.
